PLUMAS HOUSING COUNCIL UPDATE

Creating sustainable, attainable, and community-rooted housing requires a long-term vision and outside-the-box thinking. In our latest meeting, the Plumas Housing Council transitioned from discussing immediate relief to focusing on the long-term strategies that will shape the future of Plumas housing. From finalizing our strategic roadmap to addressing the needs of our local workforce, here is how we are working for Plumas County citizens.

The Strategic Housing Framework is Complete!

After months of collaborative planning, the Plumas Housing Council has finalized its Strategic Housing Framework document. This comprehensive guide will serve as our blueprint moving forward, allowing the Council to transition from broad planning into action-oriented task forces. We will be partnering with the Lake Almanor Foundation and Bliss Branding to ensure this framework is marketed and accessible to the public, keeping the community engaged in our long-term vision.

Addressing the “Missing Middle” and Down Payment Assistance

A major challenge in our community is the “missing middle”—the vital local workforce earning between 80% and 120% of the Area Median Income (AMI). Many state and federal housing grants exclusively target those making under 80% AMI, leaving a significant gap for working Plumas County citizens who need affordable homes but lack the upfront funds to purchase one.

To combat this, the Council recently met with rural housing experts to explore robust Down Payment Assistance (DPA) programs and USDA home loan products (like the 502 Direct loan). The ultimate goal is to establish a centralized Housing Resource Center that can guide residents of all income brackets toward the specific loans, builders, and educational resources that fit their unique financial needs.

Policy Discussions: Tiny Homes and Short-Term Rentals

Are Tiny Homes on Wheels a viable permanent housing solution? The topic was heavily discussed, noting that several other California counties have adopted ordinances to allow them as permanent dwellings. Additionally, the Council weighed the impact of Short-Term Rentals (STRs), like Airbnbs, on our local housing inventory.

While both of these topics require community advocacy to move forward into official county ordinances, the Plumas Housing Council highly encourages citizens to share their voices during public comment periods before the Planning Commission and Board of Supervisors to spark official momentum for creative housing alternatives.

The 7th Cycle General Plan Housing Update

Finally, Plumas County is making critical headway on its regulatory framework. The Planning Department recently submitted its comprehensively revised 2024-2029 Housing Element to the state’s Housing and Community Development (HCD) department. Once the state’s 60-day review period is complete and the Board of Supervisors adopts the plan, the county will have a certified roadmap to guide residential zoning and unlock future state funding for years to come.
